Theoretically, it could be anyone who took out J'onn, as long as the following conditions are met:
* The villain is able to fool the JLA transporter into thinking he (or she) is Superman. * The villain is willing to wear a red cape. * The villain is easily recognized by J'onn, and furthermore, the villain strikes fear into J'onn. * The villain has some sort of heat ray (or heat vision). * The villain can blow up the JLA lunar base.
As noted by someone else above, it could be Hank Henshaw. To my way of thinking, I suppose it could even be Mongul.
But, as I also keep noting, whoever it is ought to be someone with some gravitas. If it's a totally new, never before seen character, or someone like the Ambush Bug, we'd all feel cheated.
