That's very close. You've got the right idea, but those aren't the actual Gregorian dates of their Hebrew birthday (which is the 27th of Tammuz).

Very nice planning for the actual plan, though! If you are doing Birthday Observed anyway, in a couple of years you might want to consider shifting the date even further to accommodate more of their respective and collective friends and classmates being in town to join the festivities...

The closest Sunday to their birthday that is not during the Three Weeks and is thus available for Muffin and Squeaker Birthday Celebration?

Ding ding ding! Although it's not quite the closest Sunday in all the cases, but the one that was closest and seemed to me most appropriate. (In a few cases, the Three Weeks begin and end on a Sunday, which is frustrating. In another case, their actual Hebrew birthday falls on a Sunday, but as their Hebrew birthday is during the Three Weeks, we can't celebrate then.)
